The Norwegian Film Institute (NFI) recommends that the culture ministry rebuild Norway's production incentive around domestic production capacity, arguing that the current focus on attracting large international productions is out of proportion to the scheme's limited budget, that a single large production can take a whole year's allocation, and that Norwegian producers call the scheme irrelevant and shoot abroad. Answering a request from the Storting, Norway's parliament, for a stronger, more competitive and more predictable scheme, NFI proposes weighting Norwegian producer involvement, shooting and post-production in Norway and audience potential, studying whether incentive money can be combined with other state grants, which it cannot today, and handing the power to write the rules to NFI. Its proposed purpose clause still covers international as well as Norwegian projects, and its options run from new rules adopted in spring 2027 to a full review through 2029.
