A legal opinion by Roland Broemel, professor of public and economic law at Goethe University Frankfurt, finds Germany's planned investment obligation for streamers compatible with the German constitution and EU law, and rebuts in every central point a competing opinion by Prof. Di Fabio that Amazon Prime Video commissioned, the producers alliance Produktionsallianz announces. The draft law would make streamers invest 8% of their domestic revenue, with sub-quotas for new original German-language work by independent producers and a rule that rights revert to those producers after a set period; Broemel, commissioned by the Produktionsallianz with PROG Producers of Germany, AG DOK and the German Film Academy, finds the obligation proportionate, the exemption for linear broadcasters justified and the design within Article 13(2) of the EU's Audiovisual Media Services Directive. The alliance sets the rate against France's of up to 25%, Italy's 12.5% and Belgium's of up to 9.5%.
