Germany's Bundestag holds the first reading of a government bill, Drucksache 21/7820, that would require streaming services and broadcasters with video-on-demand offerings to invest 8% of their annual net revenue in European and German production, and refers it to its culture and media committee. Within the obligation the bill sets minimum shares of 60% for European works, 80% for productions in German original language and 70% for independent producers; providers that invest 12% or more voluntarily are exempt from certain rules, and a shortfall draws a 75% levy. The cabinet approved the bill in May alongside a €250 million (roughly $290 million) "Filmbooster" for production.
